WE’RE IMPRESSED by Fanny Serrano’s new shop at Sct. Madrinan St. near the corner of Morato Ave. Tastefully designed, it’s surely better than the one he left at Sct. Rallos. It was also his birthday when it was formally opened and he wants to remind all make up artists, hairstylists and salon owners to attend the hair and makeup competition of the Philippine International Cosmetologist Association (PICA) of which he’s the president. This will be held at the SMX Mall of Asia on February 22 to 23, 9 am to 7 pm.
